i thought demon force is elite stuff and can only be used in 10th dan +

Some people win items or items above their belt in events, or buy them using currency.

There's a few ways you can get items that are above your qi:
-Events. Prizes for official events by the Event Squad ignore qi restrictions
-No qi items on the market. There's a limited amount of these, and you can only get them with TC.
-Real-world currency. Any items you buy on the Torishop through PayPal or steam also ignore qi restrictions. That includes single items and packs.

There used to be 'full toris' for a short while that would allow you to get certain items (like demon force) regardless of qi, for a pretty high RWC price but a pretty low TC price. That's how I got my demon force.
