No its not possible to ban a clan, you could ban all the players in a clan though.

He told the truth, if you want confirmation. You can't ban a clan.
Probably not possible because the chance that literally every member in a clan is toxic is very small.

Oh okay, Another question. Can we change clan name after the clan got OFFICIAL?

Like Example :

(I) UnOfficial

[I] Became Official, then changes to [You].

Is it possible?

You've got your responses dude, a name change or tag change will cost 100k for official .

Also about your first question, the only way a clan can be stopped is loosing all members or becoming a dead Clan.
