Afraid you can't, it stays pretty much the same size no matter the resolution. Best you can do is make the chat & queue look smaller by kicking up the game's resolution (which can cause mouse coordinate issues above 720)

With UI, I guess you mean the menu, you can't, it's just a default size.
Or at least, you can't in the normal settings, you might find something in the tb folder to change it.
Or you can buy the full GUI textures, you won't be making it real smaller, but you can cut the edges.
