theres alot of people saying sell steam games for tc or buy steam games for tc. my question is how to transfer the game?

You would either have to a) have the (not used) game steam key or b) have the game in your inventory, not installed. As soon as you can see the game in your library (even if not installed) it is bound to your account.

You can transfer a game by a) sending the steam code to the reciever (if you have it) or b) sending it through steam as a gift, you can find out how to do that by googling.

a) You can get keys from buying original games in stores for example, or 3r party bundles.
b) He means if you have the game as an item in your inventory, like a gift, and you didn't use it.

a) I mean you buy the physical game, and the key is a code that appears in the box.
b) Sadly, no. You can't transfer any "activated" game unless it's a gift.
