Because general TC prices have also decreased. You can but tc at a much better rate (Max I've see is 15k/USD) than back in the day (Where 10k/USD was max)

And also, since its a steam card, and not actually just 20 USD that you can spend anywhere its going to have a lower price than if you were buying tc for 20 USD.
