You'll need a bunch of pictures or a video which you then want to be made into a gif first.
Then, you can choose a software you like to make them. There are also online sites where you can make your own gif. You'll have to set the size, animation speed and repeat times.

Here are a few examples for software/sites you can use:

Online:
http://gifmaker.me
Free:
Ulead GIF Animator
Not free:
Photoshop

There are many tutorials on Youtube which can help you.
I'm only cleaning here..
You can pay someone to do it for you.
(If you ask a dumb question you get a dumb answer)

Of course there is no easier way to make a gif. How could that even be more simple? Did you even think once before asking that questions? And your first question could have easily answered by google (and tjat even faster). So you really need to use yourbrain more.

Klein Bottles only have one surface so they are the easiest thing to clean

Bannershop and GIMP are the two easiest ways to me.

PS isn't as good for gifs I find, but it's good in other ways.

MS gif animator is another quick and handy too to use.
<Faint> the rules have been stated quite clearly 3 times now from high staff

rude
but i agree with you
Depends what you want to make into gifs. Some good answers here already but I'll add another case.

If you want to record something happening on your computer and upload it as a gif then the program ShareX does a great job. (It's a great general purpose image capture/url shortener/pastebin uploader/almost anything else tool too so it's worth grabbing for lots of reasons).
