You can put items in set and take them out at will. You must have enough qi to receive a set that contains items requiring QI.
Pack can only be unlocked once - it disappears afterwards and its contents appear instead. Pack doesn't have QI restriction on it.

Packs are old and rare, they used to be created/sold/added to purchases over 5 years ago.
