What is it? I usually read the ban list (coz its funny) and I found that reason

Technically making fun of someone. Think of people setting women on fire thinking they are witches. It's that type of messed up analogy. At least that is what I found. 0-0 I thought it was a weird reason.

it's a bit more than just making fun of someone, it can be multiple things, like following someone around, singling them out, and targetting them multiple times with a group of people. it can also be making baseless accusations about someone to try to get them in trouble or destroy their rep, like how people used to accuse random people of being witches so they'd get burned at the stake, hence the name.
