ctrl+o opens the hair forge. After you open it you are presented with different parameters to tweak. Usually you have to tweak all the parameters to get the hair to show up at first, then you can edit each to make a hair style you like.

More specifically...
You can forge hair and suggest it by taking pictures, you cannot make a hair item as it is the item forgers job. If players were able to make hair, halp... Would ruin the game.

PS. The suggested hair must be creatable in the hairforge. Items such as goggles, tails, headphones etc. don't even bother.
