If I buy a Season Pass for a game, do I get the upcoming downloadable content for free, or just for a discount?

It depends on the game, you should look more into the details of the season passes listed on the vendor's website instead of asking here.
For Modern Warfare 3, I got the season pass or whatever it was called then, and I got all of the dlc for free. My guess is that it's the same for Black Ops 2, but I don't know about games from other developers.

Got the season pass for The Last of Us. I've made some research and no one seems to explain whether I have to pay or not for the DLC's.
