10th dan with 15posts hehe. Yeah what most guys said is usually true. However in the matter of fact, they might want you to pay the fee. For me as not being from the US, the fee is usually like 1 or 1.5% of the amount, so I'll actually end up paying 10.15$ for every 10$ of tc I buy.

If you try hard enough, you might find somebody selling at 10.5k but always make sure they have TC on them and don't get scammed (as it's way more likely, if you're buying discount tcs)

Most sellers are 1$/10k some go a little more but that's about average.
