Whenever I try to view someone's posts or threads, it says stuff about my account being restricted, because I may be attempting to access administrative features, and then it tells be to reactivate my account. I did this, and still, the same message pops up. WTF

i think he means that "find all posts by xxxx" function in the profile of every user?

Yes, this is because regular members are not allowed to access that feature on the forums. To be able to access that feature you would need to buy ToriPrime/VIP.
