If you file a scamreport against someone you have lent tc, but refused to pay it back to you. Will you get a refund if the player is found guilty but unable to pay back the tc?
If you mean you gave someone and loan and they won't pay you back, then no. You took the risk of giving them tc and if they didn't pay, you're pretty much screwed.
