When you PM someone that is banned, will they recieve it? And if they do, will they be able to respond?

When a user is banned, he/she is not able to log into his/her account. Which means no, he/she can't respond to the PM.

Oh well, so far based on my experiences, I know that while you are banned from forum you can't log into your account. But I think you will be able to respond to PMs that been sent to you during the ban period after your ban is lifted.

I'm not sure if you can log in when you're banned.
I guess your mistaking ban with infraction.
