Is there a rules board where it says like "thou shalt not scam on thy betting servers" "thou shalt not multitask" and so on? if so, can i have link?

You're allowed to multitask. But I think you're talking about multiclienting. Multiclienting is illegal in public servers. It's fine if you're in your own private server.

Scamming is obviously illegal.
