No you can't without toriprime or VIP when an admin ads the [IMG] tags to your signature they will be removed after he saves them, due to your restricted access.

So yea, toriprime is your only way.

Sigpics don't work unless you have the required usergroups, which means you need prime/vip.

...You could bribe an admin to upload a sigpic for you, but you wont be able to use it.
