Under the Quick reply box (where you write your post) click 'Go Advanced'.
A new page will open up and if you scroll down you will see a button saying 'Manage Attachments'. From there you can browse through your folders and select the replay you want to upload.

Replays are found at C:\Games\Toribash-x.xx\replays
