Question...
If login history was closed so normal users couldn't see,

Then why can "normal users" ask a mod and have it done?

Does it not defeat the purpose of closing it?

Nope, mods can use their discretion to decide if it is appropriate or not

Generally they prevent users from seeing other users' history, at the least.
