After you buy one and select the texture you want to upload, can you change it in the future?

Or are you stuck with that texture until you buy another one?

You can change it at any time without having to re-purchase.

I seem to be able to see others' textures for head, glutes, etc.

just if you see one that wear your textures , report him and he get banned

You mean so that other people can't see your textures? Just go to your activated inventory and deactivate your textures.

But if I deactivate them, won't I be unable to use them in-game?

Basically, I don't want others to be able to steal my trail textures.

Unfortunately, there's no real way to stop people from downloading your pictures and storing them for later use.
But if you do catch them wearing your texture(s), you can always report it and get them banned for it.
So weather you activate it or deactivate it, the thumbnails on the textures will always be accessible by others.
