Generally we won't step in and ban users who insult each other as we would have to remove half the community. If a user is particularly abusive/annoying i.e. as you said racism a mod may step in, but this is at his discretion. Basically people need to grow thick skin, it's the internet and it's full of assholes.

You should go there. But Im not sure if they will entertain that.

Complaint Box is for complaints against staff, not regular users.
