Well this is just based off of my logic, not sure if there are rules about this, but if you don't specify anything other than the rate of tc, you only recieve x amount of USD, multiply that times your rate, and you pay out that.

Normally you would have to pay the fee. Iff you don't then the other person doesn't receive the full amount of $. Then more often than not, they will not send the whole amount of tc.
