if player1 puts a bounty on player2, the one who beats player2 gets a amount of tc.
this amount is defined by player1.

You can also make bounty user texts (for a small fee) that appear under the players name ingame.

why does it say that it costs 2000 tc ? i have to pay 2000 tc then put another amount of tc?

The bounty user text stays until another one is made over it. (afaik, they don't dissapear) As for the bounties themselves it is a one time deal. After 'player b' is defeated in a match 'player c' collects the tc.
