Vbulletin is not a forum at all, is a sofware for making one.
You need to pay a licences for using it.
Learn HTML and some others PC Languages first, before using it.
About DW, lets say is the easiest way to make a pro websites, same as Voda.
In my opinion, I create my websites from scratch, using C++ and Notepad, wich is more complicated.
I use phpBB, wich is free and way better than Vbulletin , in my opinion.

You can buy a domain from godaddy or somehwere and a lot of free hosting services will host it on that domain for you. You can also have gmail use your domain at the end so you can have yourname@whateverdomain.com and it'll be gmail.

I just use Visual Studios 2010 to make websites.

Making a website cost dedication and time, and also money.
no one will make you a website if you don't pay them enough, lets say $50 per day, ofcourse if they work the require hours. Anyways I doubt some one will make you one. you need to learn HTML, PHP, and such to maintain a website. Also you need a staff of people to help you out. I suggest you use a website that allows you to host your own for free. example: Forumotion,Wordpress or any of the posted above.

If you have a domain and host I'll make you a website for $1 to $10 per page depending on content (I.E. pure HTML $1, Large amounts of PHP and custom images $10). I'll also work based on results, that is, if you don't like it you don't have to pay.
