like going to video settings and turning Vsync off

I'm fairly certain there's no Vsync for desktop. That's only for fullscreen applications to match FPS to refresh rate.
Maybe downgrade your refresh rate?
But if you want TB to go faster, turn down shaders.

Right click your desktop and click graphics properties, then choose DIsplay settings, put your refresh rate down about half of the current.

remember i dont have Shaders :/
and im always stuck at 21 fps and below
