1) No it doesn't.
2) If it did, it's known as ghosting - when you move with a lot of speed sometimes the impact is not registered.

I think he's talking about the part where his leg goes through his own arm right after the decap, this happens very often when both of the limbs we are talking about are from the same player and I think it changes when setting damage to 1
