Is this free set seller "Fluxit" doing somthing illegal?

I have no idea if this is illegal or not. He says if you just put the textures in your folder, (and havent bought any textures) they will just show on single player.

in the thread fluxit not say that he sell them for free he just say that you can download the sets and use them and that for free

and its not illegal to give a set for free away (correct me if im wrong)
