So im a noob at making head textures and all of that and it seems that every forum tells me to, after resizing the picture to 128x128, to upload it to http://toribash.reversers.org/image2tga/ and download the processed picture. The problem is, whenever i go to the link it gives my some foreign page that, when translated, tells me the domain has been purchased. Where do i go to process my picture?

Whoever told you that is a liar. You do not need to process your picture. You simply have to upload it through the shop and then in the side bar click textures, and activate the 128x128, and upload the file. You do not have to convert it to a tga.
