The QI limit was put in place to make it unable to be transferred. (Unless you are some sort of god with millions of QI) I doubt they would give it to someone else, but they might remove it altogether.

Items are moved by TSAs despite Qi if the situation calls for it. So now it's not impossible to override Qi.

If I were to sell it to someone would a TSA be able to transfer it?
