So how would i fix it?

You can use a VPN, to change your IP. or you could go onto the #support IRC and ask them to fix it.

You probably can't just change your IP, unless you have VPN.

You can ask an admin to change it for you, but it will change back to what it currently is in about a week.

You have to live with it.

This shouldn't change anything but make sure your computer is set to the right GMT.

This appear to be a problem for quite a few, me included. I've been "DE" ever since flag got assigned to me. My guess it could be caused by ISP slow to report range (that would be weird though) or most likely outdated, incorrect geoip data delivered to toribash from thrrd party.

Messing with Tor or Proxies, trying to fix it locally, seems like a silly solution; better to report and wait for fix.
