Well, there's a Gimp tutorial in making it. here it is http://forums.toribash.com/showthread.php?t=142251
You can follow that as a guide while using similar tools in PS CS4.Setup the brush tool. then use the Pen tool (P for shortcut).right click on the image and select Stroke path. Choose brush and click ok.
