But how about the accounts that they disappear..My cousin had an account and he took break from Toribash then he returned he couldn't have his account..

What do you mean "disappear"? What was his nick?

It's also possible the account was over three years old with no posts and little Qi and someone wanted his nick...

iirc a mass cleansing of permabanned account's TC was done a while back while crux was poking things. Maybe not, but it was certainly discussed.
