If someone create a betting server and there is about 20 players and creator is last, nudges are 1k to first place in queue. Is it wrong or not that he nudged himshelf closer the top??

It's acceptable for the creator of the server or OP to nudge himself up to the top (or up any spots for that matter).
It's his server; he can do whatever he wants in it.

It's his server. He will probably be hated for randomly nudging himself thus reducing his server runner status. If the people dislike it, they should show it, and therefore affect how the server is ran.
