Not true, I've gotten full set cheevos minutes after collecting all items. The servers check if you have all 16 items and when you do, you'll receive a PM

Before you do what meap said, I'd recommend waiting for a while.

It usually takes about 24 hours to get the set, sometimes less, sometimes more.

If it doesn't show up after 48 hours from when you got the set, then do what meap said.

I believe the systems get updated once in every 24 hours.
Thus waiting at least that long would be good before reporting.
