Download a art program such as paint.NET. Open the image in it and go to options > resize. ( correct me if I'm wrong, but i think thats the pathing. ) Change the size to either 128x128 256x256 or 512x512.

Yes it will ! Choose the scaling tool in the workbox click on the image and type in the new size..

so bassicly i have to use gimp and even if i created from photoshop to put it into toribash as a head spinny okay thanks

Actually you can make a spinning head in photoshop.
