You were downloading something during that time you took the test? It's normally the only way where your upload speed is higher than the download one

Well, I must say, Australia's internet, considering it's a first world country with a strong economy, has horrible internet. I mean, seriously, Australia needs to learn things for places like Europe and America about internet.
