If you don't have the ARMA II mod, and think that you would enjoy that type of game, go ahead and get DayZ. It's quite a bit of fun and will be better when it's out of early access.
The Division on the other hand, looks like a promising concept and looks quite different to DayZ. In my opinion, they are different enough that if you want both, you should get both.

No, if you downloaded it that weekend you got it for free forever. This has happened for a few games (Left 4 Dead 2, Payday 1, Sniper Elite V2, etc.). When this happens, it usually doesn't happen again for a long time, so jump on them if you see them.
