Yes, although its illegal by law, it somehow already viewed as part of cultural practice in more remote area, and so the marriage is allowed and viewed as part of cultural reason. There are some exception for this, like forced marriage for social status or sharing wealth, but as long as the parents from both side give their consent and their children are ok with it, it is considered "legal" and whatever motives behind the marriage usually overlooked.
