Anyone could go pro if they really set out to do so, but it's not going to come easy and isn't the most likely thing in the world, but always a possibility.
And no, most cant go pro no matter how many hours they put in. The same way as in regular sports, you can't go pro with practice only. There is massive amount of talent involved.
If it was only about practice the best players would always be old "veterans" from 1.6. That is not true tho, there is constantly new talent emerging. Look at players like s1mple for example.

Not everyone is born with a god given talent, some have to work and practice, it applies to everything. You want to have the best jumpshot in the history, you have to work for it. Stephen Curry(who I despise) can shoot the ball, yeah he was good at a young age but it took practice, sure he had the talent because his dad was a player and everything but there are some people who aren't athletically stable who are capable, which also applies to CS. You may not be amazing at the game at first, but you can pick up easy, practice and practice and you can become pro, I can't say this first hand since I'm not too good at the game myself
