No, not yet. You have to pass the background check to go on to the in-game recruiting.

I'm really tempted to point out that bushes are only about 2 feet off the ground, but I wont do that.

It was more meant as a "sit tight, we'll see if we can find anything to reject your application for." but that doesn't sound fun enough, so I change it up.
