By the 20 minute mark I was level 15, my friend was level 14, AND RAMMUS WAS LEVEL 11, SONA WAS LEVEL 9, AND CAITLYN WAS LEVEL 10.

They got outlaned so hard and rammus repeatedly failed his ganks.

Ehh, I seem to be under-leveled in the the jungle too. But think of it this way. You were solo, and you friend was. Bot has to share XP so they will be under-leveled. Assuming that the AD-carry is not getting much kills and just farming.

Meki Pendant, 2 hp pots and a mana pot.
Rush Tears.
Small boots.
Catalyst.
Sorcerer boots.
Finish RoA.
Finish Archangel's.
Frozen Heart, or Banshee's veil, depending on enemy team.
Rylai's
Frozen Heart, or Banshee's Veil. Whichever you didn't get before.

I dunno if it's a good build, but it's what I use, in general.
