Its the former. Id say 50% of the "hackers" are smurf and the other 45% are just have a good game and the 5% are actually sketchy.
I honestly think once I got to LEM+ I have seen one or two obv cheaters. Tho its kind hard to say who's cheating tho because prefiring, smokebangs and atleast somewhat decent info arent super uncommon in supreme/global games.
