For the sake of it, I decided to do it in the most simple way, and got the same answers as pusga.
In short, this definitely has multiple solutions.
3x - y = 3
4x - 3y = 17
-y = 3 - 3x
4x - 3 (3 - 3x) = 17
-y = 3 - 3x
4x - 9 - 9x = 17
-y = 3 + 3x
-5x = 17 - 9
-y = 3 - 3x
-5x = 8
-y = 3 - 3( -1,6)
x = -1,6
y = -7,8
x = -1,6
In short, this definitely has multiple solutions.

You forgot to format it properly :
12x-4y -(12x -9y)= 12-51
5y=-39
Which results in :
y = -7,8
3x - ( -7,8 ) = 3
y = -7,8
3x = -4,8
y = -7,8
x = -1,6
In short, no matter what way we take, it'll result in the same answer.
