He doesn't have a single target spell other than his ult, and if he hits you with that he has a guaranteed auto-attack, meaning that proc happens no matter what.

He's just nasty with red buff because he has the damage and cc necessary to take full advantage of the slow.

The only reason she was viable was because of the stun. The ONLY reason. Otherwise she just isn't very good.
