How do you get this bar on the top of your screen? Is it an addon or is it just a question of settings?

i forgot to change wallpaper after making the stupid aero theme.And i'm too lazy to clean this shit again.
p.s. i hate win7 and firefox,the reason of why i use firefox is that i ip banned and using another browsers for each proxy is very usefull.

i got much more expensive software,and all of it is cracked.I dont use all of it but i think it's all cost more than 10k$.
