Although the summoner skill surge seems interesting. Testing it out in a bot game as eve cause I wanted to play fizz but some dickwad autolocked him :s
After the game, it's interesting in theory, but the cd is much too high for it to be useful. Over 200 seconds for either a 35% as boost or a scaling AP boost. Much better spells to use.

Honestly you can run 30/0/0 on a lot of ad carries now, and casters can now go 21/0/9 depending on burst/utility.
I'm still scared to try out jungling because shit is wack now
