Drawing is like any other skill, if u have talent and u practice everyday u will sure became good at it. If u don't have a talent but practice everyday double the time that talented ppl do, u can be good as them. Starting is easy, first do tracing over images, then start drawing the same image only by looking at it. find basic shapes in every thing u see. If u see car, try to represent it like boxes and four cylinders, etc. There a so many tutorial books that can get u on the right track. Drawing is just making the image from your brain to be presented on paper by your hand and pencil. Like every skill it can be mastered by constantly doing the same thing over and over and over again. Latter u start producing your stuff.

So if you drew a penis everyday, you would master drawing penis's?
