You can buy the schematics from Tenpenny Tower in a shop called "Boutique Le Chic",or get it as a reward from Hannibal Hamlin for the "Head of State" quest.

I've only helped the ghouls get inside peacefully,so I'm unsure about what happens when you kill them all,but you should still have the store open,with a ghoul running it.It's Roy's girlfriend,I believe.
