I feel like everything's been said about this particular hypothetical, so let's slightly change the problem statement.
Is consensual incest (unprotected or otherwise) between step-siblings morally wrong? The porn industry certainly doesn't seem to think so, as step-porn is the only kind of incest porn that is allowed.
Now see this is a different story. I guess because you aren't technically related people seem to believe it's not as morally wrong as actually having sex with a blood related sibling. But, looking at this from 2 different perspectives, if you think incest with step-siblings is morally wrong, it's probably because sex with siblings is a bit mentally degrading, regardless if they are step-siblings or not, since after you probably think, "God, did I really just do that?". Depending on your point of view of the situation, it could really harm your mental health. On the other side of the same coin, people who think it isn't morally wrong are thinking, "Well, since we aren't blood related, it shouldn't be a problem.". Since protection isn't really important, you could have raw sex and produce a child just fine, so there isn't any problems with that. The only problem now is mentally, which, if you don't give a shit about moral standards, or you just have a mindset that encompasses "Not blood related, not a problem.", then you don't have to worry about how it could impact you in the long run. Honestly I do not have a set and stone opinion about this, so I might not be the best to answer this.
