He means that he doesn't think he has enough skills, that or he isnt good enough to be a member of the clan, now i would most likely let him join if he learned more english because skills are something that you learn not something that you just have, I will suggest that he sticks around and gets used to more english and trains with us to gain some skills and some sense of objective in the game, ill check the replays later seen as im on a different comp so i cant view due to not having the game on this one, but until then its a no from me but liek i say, stick around n learn somethin from us.
