I'm done until season 2. I refuse to play ranked currently because of beyond shit teams, and I refuse to play normals for the same reason. Out of the last 15 games I've played, I've won about 3 when 90% of my scores are similar to 8/3 or better.

Not by much. It's just reducing his early game burst by reducing the flat damage of his skills. He's still going to be the rape train without brakes that he is by late game.
